10% is ou 10% are?

Quando escrevo em inglês, sempre me deparo com esta dúvida. Devo falar "10% is" ou "10% are"? Bem, pode ser os dois, na verdade.

1) singular
Usa-se o singular se o substantivo próximo da porcentagem for singular.

Exemplos:
a) Ten percent of the population is illiterate.
b) Eighty percent of the house was destroyed by the fire.

2) plural
Usa-se o plural se o substantivo próximo da porcentagem for plural.

Exemplos: 
a) Twelve percent of the students were doing the course for the second time.
b) Fifty percent of the chairs were taken.

Atenção: se o número/porcentagem não for seguido de 'of", usa-se o singular.
Exemplos:
a) Eighty percent is a high proportion.
b) Ten percent is not enough for John to close the deal.


Esta regra também se aplica a quantidades, preços, frações e distâncias.

Exemplos:
One third of the students were paying attention to the teacher.
One third of the water was polluted.
$ 300 is the minimum wage in that country.
Four miles is a lot for me to run!

Em relação ao estilo, é melhor escrever quantias, números, frações e porcentagens por extenso, no começo das frases. Se o número for menor que dez, deve-se escrevê-lo por extenso.

Exemplos:
The class was very engaging. Ninety percent of the students were paying close attention to their tasks. (e não: 90% of the students...)
He loves running, so 12 miles is not a big deal for him.
I hate running, so two miles is a nightmare for me!
